Monitoring and Evaluation Specialist

Activity 2.1.1 Develop a framework for and draw up recommendations on the design and operationalisation of the EPA Monitoring System.
Together with the staff of the EPA Implementation Unit (and drawing on internationally accepted monitoring and evaluation principles), engage in consultations with stakeholders in CARIFORUM States to ascertain views on the main elements of an effective, user-friendly, sustainable and cost effective Monitoring System that can be effected at the national and regional levels, namely:
a. the objectives of the System;
b. scope and coverage of the monitoring system: what aspect of the EPA should be monitored (inclusive of data), who will monitor, and how it will be monitored, reporting and dissemination of results;
c. the human and other associated costs to roll-out and implement a sustainable Monitoring System; and
d. the impact and outcomes to-date experienced with the EPA implementation.
This activity will not entail country visits.
Activity 2.1.2 Undertake a review of the CARIFORUM-EU EPA Implementation Roadmap and provide recommendations on its revision;



Non-Key Expert – Monitoring and Evaluation Specialist (40 m/d – 60% on field)


A Monitoring and Evaluation Specialist should have the following technical competence, qualifications and experience:

Key qualifications
Post graduate qualifications in Project Management and Evaluation or a Master’s degree in Information Systems Management, a development field, social science, trade policy, economics, or relevant discipline;
General Professional Experience
At least 5 years’ working experience in performance monitoring and evaluation matters at a senior or policy level within the public sector or an international development agency;
Significant hands-on experience in statistical analysis and research within a developing country context;
Specific Professional Experience
A sound understanding of the Caribbean’s external sector, regional integration/governance arrangements within CARICOM and in the circum-Caribbean, inclusive of the CARIFORUM-EU Economic Partnership Agreement;
In-depth knowledge of MS Excel, Power Point, Word, database and statistical programs;
Excellent oral and written communication skills (ability to present data to internal and external stakeholders) in English.
